On 22 September 2026, China’s Ministry of Commerce, Ministry of Public Security, Ministry of Emergency Management, General Administration of Customs and National Medical Products Administration jointly issued MOFCOM Announcement No. 40 (2026), adjusting the Catalog of Precursor Chemicals Subject to Export Control to Specific Countries (or Regions).
Two piperidine derivatives—methyl 1-phenethyl-4-oxo-3-piperidinecarboxylate and ethyl 1-phenethyl-4-oxo-3-piperidinecarboxylate—were added to Part 1 of Annex 1 (items 17 and 18), both listed with HS reference 2933399075. Part 1 (US, Mexico, Canada) now has 18 controlled entries; possible salts are also covered. Part 2 (41 entries for Myanmar, Laos, Afghanistan) is unchanged. Xinhua/SCIO summarised that listed chemicals and their salts require export permits to the three North American markets.
ChemRadar (28 September) notes the adjustment took effect on the announcement date with no transition period, and that control is by commodity name—HS codes are for customs reference only, so shared HS 2933399075 does not by itself determine controlled status. Licenses follow the “one shipment, one license” and “one license, one customs office” rules under the Interim Provisions. Exports of the listed substances to other countries or regions do not need a permit under those Provisions, but other dual-use or chemical regimes may still apply. Buyers with China-origin piperidine intermediates bound for USMCA should scrub open POs and booking cutoffs against the updated 18-entry list before Golden Week closures.
