On 29 September 2026, the General Office of China’s Ministry of Commerce issued notice 商办贸函〔2026〕404号 on 2027 automobile and motorcycle export-license applications, citing the 2012 five-ministry framework that governs export order for those products. The notice was published on MOFCOM’s site on 30 September.
Applications are fully online. Producers log into the MOFCOM unified business platform (企业端), open the “汽车及摩托车出口许可申报应用,” complete the form, upload supporting documents, and submit to the local commerce authority. Local authorities use the management console for first-pass review, consolidation, and reporting to MOFCOM, including a second review of objected firms during the publicity period. User manuals are downloadable from the login page. The 2027 system opened on 30 September 2026; false materials can trigger warnings, suspensions, or loss of export qualification.
Attachment requirements matter for buyers. Firms must upload overseas after-sales network proofs: agency or cooperation contracts (or a stamped self-build explanation), host-country business licenses or repair permits where required, and capability evidence such as site photos, equipment lists, technician credentials or training records, and spare-parts logistics records. Category I automobile producers must provide materials for at least 50 service points under the authorized classification standard. Vehicle modifiers must select that enterprise type and upload prior-year export performance, planned model descriptions with MIIT announcement and CCC evidence, and—for simple conversions seeking passenger-car export status—a stamped shared after-sales confirmation from the original vehicle maker. All applicants submit an overseas compliance undertaking on pricing and license data accuracy. Local commerce authorities must finish first-pass review and online submission by 28 October 2026 and mail paper packs (regional summary, enterprise application table, and any border-trade recommendations) to MOFCOM’s administrative service hall at 2 East Chang’an Avenue, Dongcheng District, Beijing. Late filings or incomplete publicity-period corrections will not be accepted.
