Iqilu Flash News and CCTV News reported that on 2 November 2026 a TIR truck loaded with 22.3 tonnes of refrigerated garlic heads departed Weifang Comprehensive Bonded Zone in Shandong. After cross-province highway running it exits via Manzhouli and is due in Moscow in about seven days. Officials called it China's first cross-province TIR plus highway green-channel shipment following earlier pilots.
Under customs and transport coordination, the load can use both TIR efficient clearance and free highway green-channel access for fresh agricultural products. Tools include the national expressway appointment passage system and smart electronic customs seals, aiming for source audit, full-journey traceability, fast border release and one-truck-to-destination moves.
Weifang Comprehensive Bonded Zone officials said past TIR agri-exports could not easily claim green-channel fee waivers once customs seals were applied, because seals could not be opened at highway exits. Aligning the two policies cuts cost. On the Weifang to St. Petersburg example, single-truck one-way logistics time can fall by about one third and overall logistics cost by about RMB 10,000.
Weifang Customs said the cross-province first run fits fruit, vegetable and other time-sensitive agri-exports and moves the model from pilot into a normalized, replicable phase. The zone already runs Weifang-Russia TIR and Weifang-Southeast Asia GMS corridors, and is described as Shandong's first special customs supervision area with both modes.
