Zhejiang Online reported that on 15 October 2026 a batch of export cross-border e-commerce goods completed customs and civil aviation security procedures at the Hangzhou Comprehensive Bonded Zone air pre-positioned cargo station, the first such station in Zhejiang province. The goods were loaded into sealed box trucks, driven to Hangzhou Xiaoshan International Airport, taken through a dedicated airport channel straight to the ramp and loaded onto a flight to Hong Kong, China. It was the first time export cargo from a Zhejiang pre-positioned station was loaded directly at the ramp, and the station, bonded zone-port linkage and ramp direct loading model now runs as a regular full-chain operation.
Ramp direct loading is a customs facilitation model for air exports in which declaration and inspection are completed before the cargo reaches the airport, so it can be loaded on arrival without warehouse storage or repeated handling. Lu Shan, head of the logistics monitoring section at Hangzhou Xiaoshan Airport Customs under Hangzhou Customs, said the station brings the airport's security screening equipment, inspection platform and customs supervision forward into the bonded zone, so customs inspection and aviation security are done together under a one-inspection, mutual-recognition approach. Cargo entering the station is treated as delivered to the airport cargo terminal, clears all procedures the same day and is loaded at the ramp the same day. The service is planned at 3 to 4 runs per week.
Mid to late October is the overseas e-commerce promotion season. Zhuang Zhenchi, a business manager at Zhejiang Rongyitong Enterprise Service Co., said the model saves storage and labour costs and makes shipping times more controllable. Estimates cited in the report put overall air export logistics time at under 24 hours, transport efficiency up more than 50% and storage costs down about 15%.
Hangzhou Customs, the Zhejiang Provincial Airport Group and the Hangzhou bonded zone have set up a joint dispatch mechanism that shares information in real time, allocates cargo space, capacity and supervision resources according to volume, and books ramp loading slots in advance so cargo can clear in one stop and fly the same day. Screening and inspection at the station follow airport controlled-area standards, and a one-lock visual monitoring system keeps the chain traceable from the station to the aircraft. Hangzhou Customs said it will support the build-out of a network of air pre-positioned cargo stations across the province.
