China News reported from Guangzhou on 3 November 2026 that the Global Cross-border Trade Industrial Cluster inside Nansha's Shuju Building on Lingshan Island tip, Mingzhu Bay, is formally operating as a one-building full-chain export service hub.
Nansha district said the cluster offers eight services including customs declaration, tax, foreign-exchange settlement, financing and warehousing so upstream and downstream partners can sit in the same building. The site sits next to Nansha Port, which has more than 180 foreign-trade liner services, comprehensive bonded-zone bonded, duty-free and tax-rebate policies, and Bay Area One Port Link clearance with 23 inland river terminals across nine Guangdong cities.
Officials said some firms can free about RMB 4 million in working capital for each day clearance is shortened. During the October Canton Fair, overseas buyers visited the cluster to meet Nansha manufacturers.
The cluster also hosts a blockchain trade-services platform from CAS-incubated Zhongke Huizhi for shared customs, FX and tax data, a shipping freight settlement platform, and a China enterprises going-global service base for compliance support.
