China News reported from Haikou on 18 October 2026 that Haikou Customs described how it is supporting high-level opening of the Hainan Free Trade Port since island-wide special customs operations were launched on 18 December last year. Deputy commissioner Chen Yunwu summed up the approach as innovation, efficiency and security.
On industry support, customs introduced direct entry into the zone and one-stop supervision for aircraft and engine maintenance, helping the Haikou airport comprehensive bonded zone rank among the top two in China for bonded repair. In the first nine months of this year, customs supervised bonded repair of 101 aircraft, 19 engines and 58 batches of aviation materials, with total goods value of 67.34 billion yuan, up 51.2% year on year. Since the imported re-manufacturing pilot started in November 2024, customs has supervised 1,503 imported re-manufactured automotive gearboxes, and the domestic sales model for re-manufactured products from the Haikou comprehensive bonded zone is running smoothly.
On efficiency, customs supervised 16,000 inbound and outbound aircraft movements and more than 3,900 vessel calls at 'first-line' ports, up 23.2% and 8.9% respectively, and applies direct release to qualifying zero-tariff and bonded goods. At 'second-line' customs supervision channels, more than 70% of supervised goods leave the island using a batch-exit, consolidated-declaration model. Customs also launched a one-stop booking module covering document review, valuation and inspection, so that one booking covers the whole clearance process, and issued 20 measures to improve the port business environment.
Chen said customs is supporting coordinated development between the Hainan Free Trade Port, the New Western Land-Sea Corridor and the Guangdong-Hong Kong-Macao Greater Bay Area, including expanding cross-district direct supply of bonded fuel. Improving the Hainan-Guangdong-Guangxi 'parallel port plus one-container multimodal' model has helped bring logistics costs down by 25%.
