China News on 29 October 2026 published the full text of a notice jointly issued by the Ministry of Commerce, the National Development and Reform Commission, the Ministry of Ecology and Environment and the General Administration of Customs (Shang Zi Mao Fa [2026] No. 187) on further raising trade liberalisation and facilitation in the Hainan Free Trade Port. Follow-up reporting on 30 October outlined how the 16 measures land across goods trade, services trade and new business models.
On goods trade, aviation kerosene that enters an independent bonded storage facility in a Hainan bonded supervision site for re-export may be inspected to international standards. Yangpu Economic Development Zone may consolidate bonded and export-supervision warehouses holding gasoline, kerosene, diesel, fuel oil and naphtha under a two-capacities, total-approved, classified-adjustment and dynamic-use model. A pilot allows import of faulty key automotive components for research and testing. After LNG futures list, Hainan may run bonded delivery warehouses with energy metering, and overseas firms may use LNG terminal bonded facilities. New barter trade is to be developed in an orderly way with renminbi pricing encouraged.
On services, foreign physicians with lawful practice rights abroad may hold a Hainan clinical licence for up to three years, renewable on expiry. Licensing for foreign institutions co-hosting international economic and technical exhibitions (except those named China, Zhonghua, national or state) is delegated to the Hainan Provincial Department of Commerce. The notice also calls for better domestic trade credit insurance, more products for international transport and bonded repair, wider recognition of overseas professional qualifications, and easier work and stay procedures for foreign nationals.
On new models, offshore trade is to accelerate with better data sharing. Products made via bonded remanufacturing in Hainan special customs supervision areas may leave for mainland pilot free trade zones, paying import duty, VAT and consumption tax as required, meeting new-product technical rules and labelled remanufactured. Hainan may expand the two-ends-outside bonded repair catalogue under provincial assessment. The island is also to deepen Hong Kong economic ties and Greater Bay Area coordination.
China News Voice of China coverage on 30 October cited firms already doing bonded gearbox and diesel-engine repair in Haikou and zone-outside oilfield engine repair, and said Hainan goods trade in the first nine months reached RMB 285.44 billion, up 49.8%. MOFCOM spokeswoman Huang Ling said the package innovates trade management, answers enterprise needs and widens high-level opening.
