China News reported from Guangzhou on 24 October 2026 that Huangpu Customs said the General Administration of Customs standards center had recently replied agreeing to set up the WTO/TBT-SPS National Enquiry Point Cosmetics Industry Technical Trade Measures Research and Evaluation Base (the cosmetics tech-trade base). The base has entered a one-year trial run.
Guangzhou is China's leading cosmetics city. Guangzhou Development District (Huangpu) is one of four manufacturing bases in the city's cosmetics cluster. It hosts more than 1,700 beauty brands including P&G, Amway and Colgate. In 2025, beauty and health industry output reached 108.16 billion yuan, and cosmetics exports were 2.418 billion yuan, up 12.78% year on year for a third straight year of growth, with products sold to 123 countries and regions.
The base is jointly built by the GACC standards center, the Guangzhou Development District Management Committee (Huangpu District government) and Huangpu Customs, with the Huangpu Customs technology center, the district commerce bureau, the Greater Bay Area science and technology innovation service center and leading local beauty firms as co-builders.
Its core goal is to support high-quality cosmetics exports through a full chain of monitoring, early warning, evaluation and response. Functions include tracking overseas technical rules and using the WTO/TBT-SPS notification mechanism for comments and consultations; targeted training on key export-market regulations; combining customs tech-trade services, IP protection and AEO coaching to smooth clearance of compliant goods; and working with leading firms and overseas observation points so smaller manufacturers can follow into international markets.
Huangpu Customs said the base is already tracking tech-trade measures in the EU, Vietnam, the East African Community and South Africa, has set up routine notification monitoring and risk alerts, and sends daily tech-trade updates to key enterprises.
