China News reported from Shanghai on 23 October 2026 that Tang Dan, deputy director of the Shanghai Customs port supervision division, said at a Q3 briefing that China Customs has introduced 18 facilitation measures for the 9th China International Import Expo (CIIE), to be held in Shanghai from 5 to 10 November.
On 1 September, the General Administration of Customs published a 2026 CIIE clearance guide and a notice on support measures. The guide covers exhibitor access, exhibit clearance and post-show disposal in one place. Customs has issued new facilitation measures for each CIIE since the first edition in 2018.
Among this year's 18 measures, the ATA carnet temporary-admission endorsement for exhibits is extended from six months to one year, and exhibits may be transferred after the show into customs special supervision areas or bonded supervision sites. Those two innovations, first piloted at the inaugural CIIE, have since been rolled out nationwide.
Other continuing measures include unified guarantees provided by the organiser to ease the burden on overseas exhibitors, dedicated channels with priority for declaration, inspection, sampling and testing, and a wider exhibit scope that can allow certain animal, plant and food products from non-epidemic areas even without prior quarantine market access. By 21 October, Shanghai Customs had supervised 32 inbound CIIE exhibit batches, including French tyres, Austrian machine-tool parts, Nicaraguan coffee beans and Thai coconut meat.
